According to The News Tribune, a 25-year-old person who previously served on the Youth Action Board at the REACH Center in Tacoma faces serious accusations in Pierce County Superior Court. The individual, charged under the name William Kelso Flournoy IV but known as Isabelle and identifying as transgender, was arrested March 5th by the FBI’s Missing and Exploited Children Task Force.

The case stems from an incident in 2023. The infant’s parents, who were working two jobs and living in a motel at the time, asked the defendant and his girlfriend to move in to help watch their children. The victim was a girl about 6 to 7 months old. Investigators say a photo allegedly shows the defendant on his knees in front of the infant during a sex act. Detectives matched unique moles on the defendant’s hands to those in the image, and the child’s father identified his daughter in it.

Tacoma police started looking into the allegations on March 4th after getting a tip from Google about uploaded files through a child exploitation database. That led to the arrest the next day.
Separately, the defendant faces charges from July for possessing and dealing in depictions of minors in explicit acts. Court documents mention files on a Google account, including a short video of the defendant pleasuring himself on steps at a homeless shelter for young people in Tacoma, plus voyeuristic-style photos of clothed girls estimated to be 12 to 18 years old. Those photos weren’t illegal on their own but were noted in connection to the case.
During an arraignment on Monday, not guilty pleas were entered for both cases.
